Which of the following most accurately describes the problem?

APPEALS by Middlesbrough Corporation and Stockton-on-Tees Corporation against decisions of the Northern Traffic Commissioners granting to United Automobile Services Ltd. a renewal with modifications of a road service licence authorizing a service of stage carriages between Middlesbrough and Saltburn have been refused by the Minister of Transport.

The Minister was satisfied that the renewal was justified. On the matter of protection, he commented that as theservice would run at two-hourly intervals at week-ends only in the summer months it was difficult to envisage how this could cause harmful abstraction from the Corporations' services. In his view, the parties brought no convincing evidence on this point, or on the need to discourage short-distance travellers from using a service intended for long-distance.

Appeals by Stockton-on-Tees Corporation and the Stockton Rural District Cnuncil against decisions of the Commissioners granting to United a variation of licence conditions authorizing a stage carriage service between Darlington and Stockton-on-Tees, and a refusal to grant to Stockton-on-Tees Corporation a variation of the licence conditions authorizing a stage carriage service between Yarm and Transporter Bridge and two stage carriage services between Yarm and Billingham were allowed by the Minister. He considered that a fair division would be to share, as nearly as possible equally between Stockton Corporation and United, the hourly service at present authorized only to the latter. In the case of Stockton's services to and from Yarm, the Minister concluded that a continuation of the existing protective arrangements was narrowly justified.
