Which of the following most accurately describes the problem?

APPEALS on three counts by Crosville Motor Services Ltd., of Chester, have been dismissed by the Minister of Transport. Crosville appealed against decisions of the North Western Traffic Commissioners granting to Yates Tours Ltd. variations of conditions attached to excursions and tours so as to introduce excursions to Chester Zoo from Runcorn and Widnes; refusing to grant variations of stage carriage services between Liverpool and Chester so as to permit journeys direct to Chester Zoo; and refusing to grant variations of stage carriage services between Warrington and Chester so as to permit journeys direct to Chester Zoo.

• The Minister agreed entirely with his inspectors assessment of the grants made to Yates Tours; there was evidence of need and the limited grant made by the Commissioners would firmly resist any abstraction. In respect of the refusals to Crosville. the Minister said that excursion services and stage services may respectively meer different types of public need and it seemed to him that case of need had not been made out, on the evidence before him, for diverting these stage services to serve Chester Zoo.
