Which of the following most accurately describes the problem?

These odds were given in the Commons by Mr. Thomas Galbraith, Parliamentary Secretary to the Ministry of Transport. Accurate figures of silent ch&ks were not available but the number of vehicles checked was of the order of 100,000 a year. This gave a ratio of one check per 6,000 vehicle journeys, but the odds that an offender would be caught were for various reasons a good deal shorter than this, added Mr. Galbraith.
