Which of the following most accurately describes the problem?

Traders Road Transport Association has negotiated a six-month pilot scheme with the WItitehaven Borough Council for a limited number of prohibitions at places in Whitehaven where mobile shops have been accused of causing obstructions, particularly to buses. The pilot scheme has been introduced as an experiment in place of a much more restrictive scheme which originally sought to ban Whitehaven's mobile shops from all bus routes throughout the town.

The six-month pilot scheme is regarded as a temporary solution to the problem during which time, if the existing agreement is honoured, the council will refrain from imposing further prohibitions on mobile shops. In the view of T.R.T.A., the root cause of the trouble is that buses arc operating on 16 ft. carriageways and the Association has urged the council to press forward bridge construction and other roadworks which, on completion. will mean that the bus routes generally will be on 22-ft. carriageways. The T.R.T.A. hopes that this can be achieved in the six-month period and so make any extension of the bans unnecessary.
