Which of the following most accurately describes the problem?

vehicles is reported by the Ministry of Transport in its account of a country-wide smoke check on April 8. Of 25,600 diesel-engined vehicles observed on the road at 91 checkpoints, some 3,000 were considered to be em*tting too much smoke and, of this number, 2,000 (about 8 per cent of the total observed) were issued with prohibition notices. Only 107 of these involved immediate prohibition, the rest being delayed.

The Ministry points out that in comparison with a check made in that, last year, the ratio of smokers to nonsmokers has gone up from 1 in 10 to 1 in 8, while prohibition notices issued rose from 6 per cent to 8 per cent of all the vehicles observed.

Expressing disappointment at these higher figures, the Ministry states it will continue regional and national checks.
