Which of the following most accurately describes the problem?

THE Transport Tribunal, in London I last week, decided that the South Wales Licensing Authority, in considering a Haverfordwest haulier's application, had unwittingly been misled into thinking that there was no opposition to it.

They ordered another hearing of a case in which Mr. T. J. Harries, Haverfordwest, was granted a variation of the conditions Of his B licence. The variations applied to a vehicle hitherto allowed to operate within a 20-mile radius of Clarbeston Road, Pembrokeshire, and to another restricted to a 40-mile radius of the G.P.O., Haverfordwest.

The Licensing Authority permitted them to carry livestock to slaughterhouses at Pontypridd, Aberdare, Tredegar and Brynmawr.

The Tribunal heard an appeal by Mr. E. C. Collins, Haverfordwest, who had been an objector at the public inquiry but had not been heard.

Mr. Collins and his representative had been _present at the local court, but the Licensing Authority had taken some smaller cases out of order arid his representative had not been in the courtroom when the case came on.

At the opening of the case, which was taken in conjunction with another application, Mr. Harries' representative had told the court unwittingly that the objections had been withdrawn and the inference taken was that Mr. Collins was among them.

Mr. Collins' subsequent application for rehearing had been refused by the Licensing Authority.
