'FHE WAGES BILL, now before Parliament, contains 10 key provisions.

By repealing the 19th Century Truck Acts, which give manual workers the right to be paid in cash, it introduces new provisions which make it illegal to deduct money from wages without the employee's written consent, a stipulation in a contract of employment or for legal deductions such as income tax and national insurance.

Workers in retail employment, such as filling stations, will be protected from deductions from their wages to meet cash and stock deficiences; in future these will be limited to 10 per cent of their wages.

Workers will be able to go to an industrial tribunal about an unlawful deduction from their wages.

Wages council orders — the road haulage wages council was abolished in the 1980 Employment Act — will no longer apply to workers aged under 21. This is intended to create additional jobs for young people, and wages council wage rates will in future be limited to a single hourly rate, a single overtime rate and a limit to the amount which may be charged for accommodation if this takes the pay below the legal minimum.

Wages councils will be given a duty to consider the employment effects of their decisions.

Employers with 10 or more workers will no longer be able to claim a rebate from the Government of 35 per cent of the payment due by law to a redundant worker. This is being opposed by the Road Haulage Association.
