Which of the following most accurately describes the problem?

Looking back through some past issues of COMMERCIAL MOTOR I came across an article by lain Sherriff on the road passenger industry in Ulster. It was under the heading "An Irish Reformationin the issue of December 2, 1966. In this article the new manager of Ulsterbus had no doubt in his ability to make the buses pay their way.

However, while on holiday in Belfast last summer, I notcied very little change in the operation of the buses and the routes and timetables were very much the same as on my previous visit four years ago.

I would be very interested to know— other readers may feel the same—what financial success Mr. Huebeck has had in his efforts to make road transport in Ulster a commercial proposition.
