Which of the following most accurately describes the problem?

• When Mr. A. T. Wheatley appealed to the Transport Tribunal on Tuesday, Mr. G. D. Squibb, the Tribunal's president, advised him to seek legal advice and make a fresh application to the Licensing Authority.

In December of last year, Mr. Wheatley applied to the Metropolitan deputy LA to add two vehicles to his B licence. As Mr. Wheatley did not submit figures showing the availability or non-availability of his vehicles, the deputy LA did not feel that he could make a grant, but advised Mr. Wheatley, to procure those necessary figures and make a further application.

Mr. Wheatley thought that it would be quicker to appeal to the Transport Tribunal than to reapply to the LA. But he could still not produce the required information, and Mr. Squibb reiterated the deputy LA's advice.
