The need for operators' licences—"quality licensing"—will probably start in the first half of next year. The Minister of Transport revealed this in her paper to the NEDC on Wednesday. The licensing of transport managers would begin soon after that, she said. The road haulage charges and new abnormal loads tax would be introduced "very early" in 1969.

Abolition of carriers' licensing for vehicles up to 30 cwt unladen will take effect as soon as the Transport Bill gets Royal Assent, said Mrs. Castle.
