Which of the following most accurately describes the problem?

• Cardiff-based Lesley Jones was granted a new international licence for four vehicles and six trailers after South Wales DLA Alan Bourlet was satisfied that the application was not a facade and that she was not acting as a front for her domestic partner Ian Dodd.

In granting the licence, Bourlet gave Jones a warning in respect of her admitted operation of vehicles without an 0-licence.

Jones said Dodd had been in the haulage business before being made bankrupt in November 1991. "He is a paid employee," she said. "There is no question of it being a facade for Mr Dodd."

Bourlet made the grant conditional upon the receipt of a letter from Jones' bank confirming her overdraft facilities
