Which of the following most accurately describes the problem?

The Association of Vehicle Recovery Operators (AVRO) continues to campaign on two fronts: pressing the DOT over the proposed VED rates for recovery vehicles; and combating pressure from motoring organisations to work at miserly rates, writes Bryan Jarvis.

Mondial Assistance is the latest to impose a rates cut on its approved recovery operators, says AVRO. But on the positive side the RAC is offering financial help with recovery vehicle purchases via approved bodybuilders, while the AA is talking to AVRO's quality standards department about co-operation in several areas.

The latest news on the police-contracts front is that the Dyfed force has decided to make a £10 charge on each recovery job; operators will pass the charge on to the rescued client. Dyfed only hands out 5,000 recovery calls a year but Greater Manchester had 55,000 stolen car incidents alone last year so there's quite an incentive for cash-starved forces to follow Dyfed's lead and at least two other forces are planning to do just that.
