Which of the following most accurately describes the problem?

SHOREHAM's attraction as a Channel freight port is to be enhanced next year when a fully equipped container berth is commissioned at the Sussex port.

It will have space for ships of up to 600 tonne equivalent units (TEU), but a go-ahead on the plan still hangs on the passage of a private Bill through Parliament towards the end of this year.

The £3.2m first phase of the project will have capacity for 25,000 containers a year, and longer term plans call for up to 60,000 containers passing through Shoreham each year.

Shoreham's port authority is pinning its hopes on attracting a ro/ro ferry operator prepared to run freight and passenger services to the developing Spanish and Portuguese ports.

It also hopes to attract some support from the European Investment Bank.
