A N application by Mr. C. Bowden, of Sticklepath, nr. Okchampton, to vary the conditions of a B licence for four vehicles was refused by the Western Licensing Authority, Mr. S. W. Nelson, at Exmouth fast Friday. Mr. Bowden sought to add goods for John Williams (Cardiff), Ltd., to Somerset, Devon and Cornwall and return loads.

Mr. Nelson stated: "I am not able to grant this application because there is no evidence before me of forward loads from Okehampton. I am sorry for British Road Services and British Railways, but it is no concern of mine that they are not now used by John Williams (Cardiff). Ltd. I take the view it is not necessary for this customer to prove to me why they do not go to B.R.S. or B.R."

He told Mr. Bowden: " If I were you I would take legal advice. In my view you would stand a much better chance if you applied for an A licence."

APPLICATION RESERVED A FTER spending a considerable time /-1 discussing the background to an application against precedents made in the Merchandise and Arnold cases, the Metropolitan Licensing Authority, Mr. D. L R. Muir, last week reserved his decision in the 26-vehicle contract A to open A licence bid by S. and S. Contracts, Ltd., of Enfield.

Previously, Mr. Muir had been told that the applicants refused to amend the normal user required so as to restrict the use of the vehicles to the carriage of new furniture only throughout Great Britain, though they contended that they were not becoming "public carriers."
