MEASURES to provide more efficient control over the emission of noise, smoke, fumes, ashes and grit from vehicles have been taken by the Minister of Transport. Amendments laid by him to the Road Traffic Bill last Monday are intended to tighten up his powers under the 1960 Act, which were vaguely worded and difficult to enforce.

The intention now is, I understand, to regulate such emissions stringently and to this end the amendments seek powers to make regulations when the time is

right. At present the Ministry is still involved in various tests with smoke and noise meters. When their programme is complete the plan is to make regulations prescribing a level beyond which such emissions will become an offence. The amendments are unlikely to meet with great opposition in standing committee, though technical and legal problems are likely to delay the regulations.
