Which of the following most accurately describes the problem?

In the past, operators had had to supply detailed lists of their vehicles and had been put to a great deal of work on that account. The new form asked merely for the total numbers of cars and commercial vehicles operated, and would thus simplify work. Users would, of course, be expected to notify the Society of changes that took place in fleet strengths.

"The Commercial Motor" was informed that the frequency with which the declarations would have to be made had not yet been settled, but another would not be required for about 18 months. Users will, of course, have to amend the declaration as their fleets expand or contract.

This is the second dispute which has arisen in recent weeks because one section of the industry has, without prior consultation, taken action which affects another. A prominent London operator observed that even Government departments invited representations before introducing measures that affected industry.
