Martin Palmer, who runs three trucks out of Sully, near Cardiff, says another peaceful protest will take place when the Treasury reviews a proposed increase in fuel duty, probably next month.

"Even if the price drops as low as 65p/litre and the Chancellor puts 2p/litre on, he's not going to take it off if the market starts changing again," says Palmer.

He points out that prices paid by hauliers on fuel cards have fallen by a maximum of 1.5p/lit since reaching a peak of 69p/lit (ex-VAT) in May: "If you look at the big supermarkets, their prices have dropped by around 5p because for them fuel is a loss leader."

Ray Holloway, director of the Petrol Retailers Association, says the current fall in prices is due to a promise made by OPEC in May to safeguard global crude oil supplies. But, he adds, the latest sulphur limits are putting pressure on European refineries.
