Which of the following most accurately describes the problem?

• Street-by-street truck bans are emerging as the favourite option for controlling HGV movements in Southampton.

The Road Haulage Association and Freight Transport Association favour street-bystreet weight restrictions in tandem with a drivers' code of conduct instead of an overnight lorry ban on all city routes excluding the M271, A35 West and City approach routes. The curfew is supported by some residents' groups.

Weight restrictions are under consideration on some short-haul local routes such as Thornhill Park Road, Hill Lane and Queensway, says Hampshire County Council.

But both city and county council officers say they are aware that restrictions on some streets could force up local hauliers' fuel bills.

The weight restrictions option is being considered this week.
