3y Joanna Bourke A SCOTTISH land-management company whose former haulage business clocked up more than 2,000 hours offences has had its 0licence restricted.

In addition, the Traffic Commissioner branded the subsidiary's transport manager 'a bully'.

Scottish TC Joan Aitken slashed the authorisation of the 0-licence held by Buccleuch Estates (BE) from 17 HGVs to three for 18 months.

On 1 January, the TC also issued formal warnings to 15 drivers employed by BE's subsidiary haulage firm BQVT.

The ruling follows an Edinburgh public enquiry in May 2008. Vosa had found 2,035 drivers' hours offences. including breaches of rest periods and the falsification of record sheets.

The TC was particularly scathing of BQVT transport manager Andrew Redpath.

"Mr Redpath is one of the worst transport managers I have encountered in his disregard of the law, his disregard of driver welfare, and his bullying of the drivers," she said. Before the TC, BE said it closed the livestock haulage business in August 2008. Redpath quit his post during the course of investigations.

The TC warned: "A tired driver is a dangerous driver, and is dangerous to the precious load of living creatures being carried."

The licence restriction has been in effect since 7 January.
