TRAFFIC WARDENS will be given powers to fine motorists for driving offences in the government's latest bid to ease congestion.

Cameras will be used to photo graph numberplates of vehicles and offenders will be hit with £100 fines.

The Traffic Management Bill is designed to crack down on a range of moving traffic offences, such as exceeding the maximum weight and ignoring rules at box junctions. It went through its second reading in the House of Commons earlier this week.

Once in place the new laws will give the Highways Agency and local authorities in England and Wales far-reaching powers to help them keep traffic flowing smoothly and reduce the disruption caused by roadworks (CM 18 December 2003).

But motoring organisations have expressed deep concern. RAC Foundation traffic and road safety manager Kevin Delaney describes the new powers as "inevitable, if regrettable".

"It could cause a huge amount of trouble," he says.
