LONDON MAYOR Ken Livingstone has played down recent press reports that he plans to extend the congestion zone to cover the entire area within the M25.

His rebuttal comes amid speculation that following a successful 32% reduction in traffic in central London he will use the scheme to target traffic hotspots such as the Al2.The area would be monitored by satellite-based technology and could be in place by 2010.

Livingstone says that he has never discussed any such proposals, which would be impossible to implement: "These stories are totally untrue. I have no plans to extend the congestion charge to the whole of London, nor the suburbs or to town centres like Bromley or Kingston,nor to urban roads into or within London.

"My only proposal is the extension of the central London charging zone to cover the inner boroughs of Kensington, Chelsea and Westminster," he adds.

"There would be a 90% discount for residents and this would not begin until 2006. Any policy of road pricing is an issue for national government and would probably require a general election manifesto commitment and certain changes to legislation."
