Which of the following most accurately describes the problem?

• Bus companies based at Swansea are seeking the permission of South Wales Traffic Commissioners to increase fares and abolish return fares for adults and children. This is announced by the South Wales Transport Company, United Welsh Services, Thomas Bros. (Port Talbot) Ltd, and Neath and Cardiff Luxury Coaches, whose applications for revised fares submitted to the Commissioners were published recently.

Mr F. A. J. Woodworth, general manager of all four companies, said that the action was necessary because of the substantial increases in wages and other costs and the continuous recession in passenger traffic.

Applications by SWT, United Welsh and Thomas Bros are of a similar nature and besides seeking the abolition of return fares they ask for a revision of single fares, some of which would remain unchanged. None would be increased by more than 5d (2p). Permission is also sought to vary the conditions of the six-return-journey tickets to provide for 12 single journeys to be taken within 10 days: at present they provide for six return journeys to be taken within 10 days. The scale of charges for these tickets would also be increased.

In addition, the minimum fare on which monthly tickets are based would be increased from Is (5p) to ls 3d (6p) and for three-monthly tickets from ls 5d (7p) to Is Sd (8p). Runabout tickets, which permit unlimited travel on the day of issue, would also be raised from 11 s (55p) to 12s (600 for adults and from 7s 4d (37p) to Ss (40p) for children.

In the case of the application by N and C fares on the Neath to Cardiff section of the service would be brought into line with an application being submitted by Western Welsh. Those on the Swansea to Margam section would comply in all respects with the SWT application, with through booking fares to be adjusted to avoid anomalies.
