Which of the following most accurately describes the problem?

• Thanks to the aid of a computer the Merseyside Passenger Transport Executive had processed before the beginning of its second year of operation a wealth of information on projects within the PT Area which could affect transport plans for the future.

These plans are aimed at providing a properly integrated and efficient system of public passenger transport as required by the 1968 Transport Act. The computer was used after 18 local authorities in the Area had been asked to let the Executive know of their plans for housing, factory, or commercial developments which in any way affected transport services. A spokesman for the Executive told CM that this co-operation with local authorities was one of the most essential facets of its public

relations. Councils and officials are being kept in the picture well ahead of decisions.

The Executive says it fully realizes that it is not easy for the public, who have been hit by delays, fare rises and services suddenly cancelled for one reason or another, to accept that better times are ahead. However, it is hopeful that during 1971 it will be able to implement its intention to reduce the rate precept for its running to a figure of around one new penny.
