Which of the following most accurately describes the problem?

• Demurrage charges are to be made by international hauliers to meet the cost of delays in the clearance of traffic. by importers. A decision to this effect is announced by the international group of the Road Haulage Association whose members specialize in the carriage of traffic to and from the Continent in roll-on/roll-off vessels.

The charges will vary according to circumstances and are left to the individual operator to determine.

The group has also issued statistics to indicate how rapidly international traffic is expanding.
