Which of the following most accurately describes the problem?

IF, as the Minister of Transport has

stated, it was clear that an extended programme of road improvements could not be delayed without serious damage to the country's economy, how could the Government reconcile this "belated conversion to reality" with the programme which had been announced?

This question is asked in the latest bulletin of the British Road Federation. "How could," it is asked, "a few odd bits and patches added to existing roads make any noticeable improvement in the deplorable conditions whichexist on heavily trafficked routes throughout the country?"

The bulletin continues: " The only stretch of new, road is lo be the Ross Spur which will link the Heads of the Valleys road in South Wales with the Bristol to Birmingham road, A.38, near Upton-on-Severn. Having accepted the need for a north-east outlet for South Wales, the Government proposes to pitch-fork all this traffic on to an existing overloaded and hopelessly inadequate trunk road. It is of no use doing half a job. The overwhelming case for providing proper road communications between South Wales and the West Midlands demands the construction of the motorway from Uptonon-Severn northwards."

SUCCESSFUL B.R.S. OPPOSITION

OPPOSITION by British Road Services and the railways was successful last week when Bristol Manufacturers, Ltd., glue makers, applied to the Western Licensing Authority for a B licence to carry hides from five tanneries in the south-west.

Mr. Isaac Holt, works manager of the concern, said that some of the tanneries had complained that R.R.S. lorries were not ready at short notice. Mr. Douglas Wright, of B.R.S., said that this was not so if adequate notice were given The Authority rejected the application, but said that he would be willing to consider another, if necessary.
