Which of the following most accurately describes the problem?

PROSPECT, the union representing Vosa's roadside enforcers and testers, will start balloting on strike action next week. This follows a 98.5% rejection by its membership of the pay deal Vosa imposed before Christmas.

Kevin Warden, secretary of the Vehicle Inspectorate branch of

Prospect, says the ballot will start next week and will continue until Tuesday 20 February. In a consultative ballot before Christmas, 72% of members indicated their willingness for strike action.

The pay deal was worth just 2% to approximately half the staff, and the union believes the award
