COBHAM, SURREY-BASED Farrari Demolition has been granted a licence for three vehicles, despite opposition from Surrey County Council (SCC) and Guildford Borough Council (GBC).

The company applied to base the vehicles at Newmarsh Farm, Horsley Road, where five other operators hold licences authorising 20 vehicles and seven trailers. In addition two coach operators hold licences at the site for four vehicles.

SCC opposed the application because it considered the access inadequate and because the site was situated in the Metropolitan Green Belt. GBC objected on planning grounds.

South-Eastern and Metropolitan Traffic Commissioner Christopher Heaps said statutory objections were lodged to only two applications relating to the site, in 1998 and 2001.

The company pointed out that the site had been used as an operating centre since 1967. It was happy to accept a condition limiting the vehicles based there to 7.5 tonnes GVW Granting the application, with a condition relating to the area in which the vehicles would be parked,the TC said that at a public inquiry in March 2001 SCC had been satisfied with improved visibility at the site's access. This was when he had granted a licence to Richmond Horse Transport for 10 vehicles and three trailers with a 7.5-tonne limit.

The TC concluded that as the site was already used as an operating centre by a number of operators, he was constrained from considering the planning position.
