St Helens tipper operator Kealshore has appeared before North Western Traffic Commissioner Beverley Bell after four vehicles were found to have defective speed limiters. However, the TC took no action against the company, which has an Operator's Licence for 12 vehicles.

Following complaints about speeding trucks, vehicle examiner Stephen Wood issued four delayed prohibitions for defective speed limiters. This, he said, indicated that the company was not checking the tachograph charts for speeding.

However, Wood was unable to say what the defects were as it had been too late in the day to Jack up the cabs and investigate.

The TC stressed there was a difference between a defective speed limiter and one that had been interfered with. Wood conceded that there was probably not much advantage in interfering with speed limiters for the type of work undertaken by Kealshore.

General manager Ian Pickavance denied ignoring the issue of defective speed limiters. Asked when he had started looking attache charts for speeding, Pickavance replied: "Immediately we knew we had a problem." The charts were now tube professionally analysed as a second check, he added.

The TC said: "Whenever there are cases involving defective speed limiters, It raises suspicions in my mind. However, it is clear from the evidence of Mr Wood and Mr Pickavance that there is little to concern myself with as far as your outfit is concerned."
