Which of the following most accurately describes the problem?

Keywords : Merthyr Tydfil, Davies

ciA Merthyr Tydfil haulage firm has had its licence authorisation cut after its vehicles attracted nine prohibitions in five years.

David and Patricia Davies, trading as Davies Transport, were called before Welsh Traffic Commissioner David Dixon at a Cardiff disciplinary inquiry They held an Operator's Licence authorising 15 vehicles and 20 trailers.

Vehicle examiner Alistair Price carried out a maintenance investigation in July on three vehicles and three trailers. One delayed and one immediate prohibition were issued.

Forward planning and defect reporting systems were in use, *though there were said to be problems in getting the drivers to return nil defect reports.

For the firm, Chris Childs told the hearing that David Davies had been operating vehicles since 1970. For eight years he and his wife had run a trouble-free operation but this resulted in Davies taking his eye off the ball.

Some of the prohibitions related to the removal of spray guards which were a legal requirement in this country but not on the Continent, where Davies carried out some of his work.

Davies said a fitter had been dismissed following a "flurry" of prohibitions, and another qualified fitter had been employed.

Curtailing the licence to the 10 vehicles and 15 trailers in possession, the TC said: "There have been too many prohibitions in total over a short period of time. I do accept that the problems were as a result of complacency on the part of the operator following a period of no prohibitions."
