Which of the following most accurately describes the problem?

AS CM WENT to press, rumours were circulating that the government is about to announce trials for 25.25m vehicles.

A Department for Transport spokesman says that he doesn't know "for definite" whether Transport Minister Stephen Ladyman would choose the Road Haulage Forum's meeting on Wednesday 7 December to reveal his decision on trials for 60-tonne trucks. However, the forum meets only three times a year, so it is likely that Ladyman will make the most of the opportunity.

The spokesman maintains that an announcement will be made before Christmas, as CM recently predicted (CM 17 November).

The Road Haulage Forum was set up following the fuel protests in 2000 to encourage dialogue between the industry and the government. Previous topics on its agenda have included the Working Time Directive and the Road Haulage Modernisation Fund, as well as trials of larger vehicles.
