Which of the following most accurately describes the problem?

TNT has called for the Royal Mail's parcel delivery business, Parcelforce, to be privatised and forced to compete on equal terms.

Tom Bell, MD of TNT Express Services, claims Parcelforce operates with an unfair advantage because of its exemption from VAT at 17.5%.

"It's not just companies such as mine that are being discriminated against," he adds. The taxpayer is losing out because Parcelforce should be paying VAT and those taxes could be used for the greater good of the country."

Bell says the VAT exemption gives Parcelforce a commercial advantage over its competitors: "That makes them more attractive to potential customers."

The UK's mail industry is due to be deregulated next month.
