Which of the following most accurately describes the problem?

they do catch thieves who are convicted, sentences are often minimal.

At the end of November in Snaresbrook Crown Court in London, two men convicted of several offences of obtaining loads by deception got off with 240 hours of community service and a 12-month conditional discharge respectively. The policeman who ran the investigation that caught them is not impressed.

Det Inspector Dave McKelvey says: "The CPS is appealing against that sentence, which just didn't seem adequate to us."

The investigation to catch the pair involved setting up a dummy load in a truck and subsequently catching them red-handed.
