Which of the following most accurately describes the problem?

• The Government has hit out at the "sporadic growth" of unsightly layby snack bars and appealed to local authorities and developers to provide more permanent truckstops.

In a new policy paper, the Department of Transport says there is a need for fuel, parking, toilet and refreshment faci

lities on trunk roads. The DTp reckons that half an hour's driving time, or 25 miles (40Iun), is the longest a truck driver should have to go without these facilities.

The Freight Transport Association, which has been running a campaign for better drivers' facilities, has cautiously wel corned the announcement: "There should be a more pos tive attitude towards planning by local authorities and Government should provide more initiative to developers," says the FTA's Don McIntyre. "It all very well to criticise snack bars but they do provide a basic service."
