Which of the following most accurately describes the problem?

roller brake testing equipment at local Department of Transport test stations from next April as part of a scheme tc help them keep their vehicles' braking performance up to scratch.

The Vehicle Inspectorate is looking at ways of setting up a pilot scheme whereby operators could pay for a brake test carried out at a selected number of test stations, before submitting their vehicles for a full annual test.

Vehicle Inspectorate chiel executive Ron Oliver reports that the VI is looking at the best way to service the market. The move corm es amid continuing concern over the large numbers of commercial vehicles failing their annual test due to poor braking performance. Oliver says that the VI hopes to have the scheme running by 1 April.

lithe VI was to adopt a draconian attitude towards those operators who voluntarily enter vehicles for brake testing, which fail, the scheme would be unlikely to get many takers. According to Oliver the VI is "currently deciding a policy line on that".
