Which of the following most accurately describes the problem?

From next August easier-to-read plates will become legal — and mandatory in August 1990.

introducing the new plates Roads and Traffic Minister Peter Bottornley said: "We welcome the proposals from the British Standards Institution. The quality and durability of the plates would be improved and the proposed unique standard character would be much easier to read than many of the styles currently available."

The plates will be more easily identifiable by the police and roadside remote-control video cameras will be introduced by 1990.

An anti-forgery security system will also be incorporated to make it more difficult for criminals to copy plates. How this system would operate is still under discussion but it is intended to include a unique serial number on each plate which would be issued by the British Standards Institution.
