Which of the following most accurately describes the problem?

The British International Freight Association is calling for a European road network that is open to commercial vehicles around the clock, following EU proposals to harmonise weekend and night-time lorry bans on the Continent.

BIFA says that it supports harmonised rules to curb heavy vehicle traffic as a result of environmental and social concerns. However, these rules have to take into account the principle that requires member states to allow freedom of movement for goods and services.

The organisation argues that the EC's proposal on the harmonisation of driving restrictions in Europe penalises the UK as it operates from the "geographical fringes of the Community". BIFA director general Colin Beaumont says: "Being that little bit further away from the European mainland, weekend work is a reality for the UK's transport industry.

"BIFA respects the needs of so-called transit countries to protect local interests. but these should not be allowed to impact upon the entire road network, effectively closing It to heavy goods traffic for long periods of time," Beaumont thinks that a network of 24/7 transit routes would facilitate business, guarantee regular traffic flows, cut congestion and equalise pressure on the road network.
