"so far as we can see at the moment, the greatest danger to our trade is in the plan proposed for the return of 40,000 R.H.E. vehicles to private enterprise." Mr. F. W. H. Winwood, chairman of the publicity and publications committee of the National Association of Furniture Warehousemen and Removers, makes this observation on the Transport Bill in the August issue of the Association's jOurnal.

The purchaser of a transport unit could, he says, use some or all of the vehicles on full-time removal work, and established operators would not be able to object on the ground that adequate facilities were already available. All the Association's areas had knowledge of instances in which operators who tried to enter the trade had been rejected by the Licensing Authority because evidence of need had not been produced.

As the Bill stands, Mr. Winwood observes, these unsuccessful applicants can apparently obtain A-licensed vehicles and have entire freedom for five years, during which they could establish themselves in the removals business. Competition and pricecutting might thus be intensified.

PERMITS: NEW ORDER DERMrf no act as drivers and con

ductors of public service vehicles, and permits issued in lieu of road service licences, ceased to be valid after July 31. This provision is made under the Road Vehicles and Drivers Order, 1952, which came into force on August 1. It re-enacts, with amendinentg, a similar Order made in 1950.

The periods of validity of certain permits granted in lieu of public service vehicle licences, if in force on July 31, are extended until October 31 next. The provision whereby persons licensed to drive public service vehicles may act also as conductors without being licensed as such, which would have expired on July 31, is also extended until October 31.

Licensing Authorities are no longer empowered to issue permits in lieu of public service vehicle licences.
