advice from the Transport Commissioners, v e h ic les engaged in passenger-service work are to lose their basic rations. This does not mean, necessarily, that they will not be allowed to operate. The point is that, in future, supplies of fuel will be discretionary. In other words, operators7—and there are some 5,000 of them—must show that their vehicles are performing a us,eful and necessary function.
