Which of the following most accurately describes the problem?

ONE OF THE BIGGEST ever roadside checks on livestock hauliers was carried out last week by 43 police forces and the Department of Environment, Food and Rural Affairs (DEFRA). The checks were intended to establish whether any hauliers were breaking the law on animal welfare or the six-day rule which prohibits farmers from moving

animals for six days after taking in new stock.

The six-day standstill was introduced last August. It is a relaxation of the 20-day rule that was imposed in 2001 as a response to the foot and mouth outbreak. A DEFRA spokesman says the results of the roadside checks are being studied and will be published in the next two weeks
