Which of the following most accurately describes the problem?

• Hauliers hit by penalty parking charges of up to .290 at Granada Service Stations say they are ready to go to jail rather than pay up (CM 4-10 Mar).

Bolton-based Ken Harvey of K&SJ Harvey, who has received a court summons for nonpayment, is challenging Granada's right to charge him after one of his drivers failed to pay a £10 parking fee at a Granada station in Greater Manchester. "If I lose I will fight on," he says.

The reight Transport Association and the Road Haulage Association are also challenging Granada: they have organised a showdown meeting with the company on 22 April. Don McIntyre, FrA head of highways and traffic, says he is "unclear whether haulage owners should be liable to pay charges after their drivers have not paid parking fees".

He advises hauliers to make sure their drivers pay parking fees, but adds: "Maybe we need someone to challenge Granada in court on this."

Shropshire haulier George Jones of Morris Transport is also awaiting a summons for non-payment of parking fees. "I and other hauliers want to know where we stand," he says.

Granada says it is "looking forward to a positive meeting with the HA and RHA on this issue"
