Which of the following most accurately describes the problem?

Authority has refused a B licence to Mr. W. Stewart, a Sunderland taxi owner, to carry newspapers for W. H. Smith and Sons, Ltd. As reported in The Commercial Motor on March 25, the Authority reserved his decision to allow a check to be made on the times of delivery under existing arrangements.

On Monday, the Authority was told that since the previous hearing, Smith's were using one of their own vehicles on a round previously operated by the objector, Mr. C. Garnsworthy, and that Mr. Garnsworthy's vehicle was being employed on a round that it had been intended to give to Mr. Stewart.

.Since the re-organi;atton had taken place there had been no complaints about lateness of deliveries. The Authority observed that difficulties appeared to have been overcome, but he would consider a further application should it be found that there was a need for extra vans.
