Which of the following most accurately describes the problem?

The Weights and Measures (Sand and Ballast) Regulations, 1938, were recently issued by H.M. Stationery Office, at 5d., and all concerned in this trade would be well-advised to obtain a copy, which is known as Statutory Rules and Orders, 1938, No. 236. Briefly, they make it necessary, as from July 1, for all vehicles conveying sand and ballast by the cubic yard to carry Board of Trade calibrators or B.S.A.T.A. plates. Those conveying materials by weight must have the tare weight of the vehicle marked on the near side. Each load must be accompanied by a conveyance note, in the form prescribed by the regulations. We shall include a précis of the regulations in our next issue.
