Which of the following most accurately describes the problem?

THE Northern Scotland Traffic Commissioners, in Perth, last week, approved a new scheme by which, it was estimated, 1,000 English visitors would be brought to Scotland this summer.

A new company, Royal Highland Conducted Tours, Ltd., with registered offices at 8, Kinnoull Street, Perth, made application for three tours in the North of Scotland, two of which were objected to by the L.M.S. Railway and David MacBrayne, Ltd.

For the company, it was stated that all the bookings for the tours would be made at an office which the company had opened in Liverpool. The tourists would make the journey from Liverpool to Perth by rail. The tour by coach would begin from the Salutation Hotel, Perth, and the tourists would be accommodated at hotels belonging to the company in the towns of Perth, Aberdeen, Inverness and Oban.

Mr. James G. Clark, Salutation Hotel, Perth, managing director of the company, said that MacBrayne's steamers were being used.

Mr. George Dawson, manager of the Liverpool office of the company, said that he had already made 30 bookings and 150 provisional bookings and anticipated •that 1,000 visitors would be attracted.

Intimating the unanimous decision of the Commissioners to grant the application, Mr. Riches, the chairman, said they were satisfied that the tours had been exceedingly well thought-out by the concern.
