Which of the following most accurately describes the problem?

3PL SOLUTIONS, the previously dormant company that bought the assets of Gipping Container Services after it went into administration, will appear at a public inquiry to bid for a new licence.

Vosa received an application from 3PL for a standard national licence for 30 trucks and 30 trailers on 12 May, almost two weeks before Gipping went into administration (CM15 June).

Subcontractor Ian Thomas, who is owed more than E.2,000, says it is "terrible" that the director of 3PL, Hussein Ahmed, who was also director of Gipping Container Services, is attempting to get another licence.

"I have had a list of everybody [Gipping] owes money to; it must be about six pages long," he adds. They owe a lot of money to a lot of small hauliers. I'm still trading but I have no chance of getting any of the money."

A Vosa spokeswoman says the PI will be a "rigorous process" in which 3PL's directors will have to reveal their trading history: "They'll be looking for names they recognise, links with other companies; they'll want to see that the finances of the person putting in [the application] are sound."

Ahmed failed to respond to phone calls from CM asking for him to comment as we went to press.

The PI is scheduled for 19 September in the SouthEastern and Metropolitan Traffic Area.
