Which of the following most accurately describes the problem?

• Up to 90% of artics driving on dual carriageways are breaking the 50mph speed limit, according to 1999 government figures.

Of those 90%, the figures show that 5% were going faster than 60mph—suggesting that their speed limiters had been disconnected. And in towns more than half the artics were found to be breaking the 30mph speed limit.

The figures, published by the Department of Transport last week, show that the majority of truck drivers only stray a few mph over the speed limits, except on single carriageways where 76% of artic drivers stray over the 40mph limit with a third regularly topping 50mph.

The survey of 92 sites across the UK also shows that speeding varies little between weekdays and the weekend, and that drivers of three-axled rigids are almost as likely to offend as those driving artics.
