Hoskin was called before the Welsh Traffic Commissioner David Dixon at a Cardiff disciplinary inquiry. He told the IC that the VI had had difficulty contacting him because his daughter had been assaulted and they were forced to move house.

Hoskin said he had left a message on the examiner's mobile phone to explain one absence. He said that even mail sent to his operating centre at a Caerleen industrial estate was likely to go astray because the mail was delivered to a central reception area.

Conceding that five prohibition and variation notices had been issued in as many years, Hoskin said that some of the older vehicles concerned had been sold. One poor mechanic had left the company. He had found a commercial garage that could do the work properly and it was inspecting the vehicles every six weeks.

Cutting the licence, the IC said that the defects reflected on Hoskin's repute. The TO called for a VI maintenance investigation in six months' time.

If this was satisfactory he would consider a request to restore the licence authorisation to three vehicles.
