Which of the following most accurately describes the problem?

Drivers Cause RHA Concern" — at last it has come to most people's attention about using "rogue" employment agencies.

As a partner in this type of industry, only too often do we hear about drivers from other agencies who have driven nights and are about to commence to drive days.

The main reason this happens is because many agencies pay such low rates, and to obtain a decent standard of income often a driver is forced to ignore hours and regulations.

Most of these rogue companies supply drivers at an hourly rate far cheaper than anyone else. If every company engaging the services of an agency employment business asked to see their agency licence, then at least this would eliminate a good few of the back-street operators. After all, would you have any loyalties to hours, regulations and clients if you were being paid £2 an hour?
