Which of the following most accurately describes the problem?

. A -GENERAL dealer, Mr. C. A. PA Meredith of Rainham, Essex, was granted a B licence by the Metropolitan Licensing Authority, Mr. D. I. R. Muir, on .Tuesday. Mr. Meredith, who had previously operated his 8-cu.-yd. tipper on C licence, said he wished to carry for contractors in the building trade; he was granted a licence to Carry rubble and topsoil, building materials, except new bricks and cement, with a 25-mile radius.

Mr. Meredith said that his business was concerned with the building trade and he supplied mainly concrete, precast concrete, hard core and bricks. His three main customers had asked him to do haulage work for them.

Mr. H. A. Firmin, a director of art Ilford shopfitting and building concern, said he had often .had delays in shop fitting work because the large contractors were usually 'uninterested in clearing work which involved only a few cubic yards of rubble. He knew Mr. Meredith would be available.

Mr. A. Houston.a Rainham building contractor, said he could use Mr. Meredith's vehicle for about two days a week; he preferred to use a small contractor because of unsatisfactory experi ences with large hauliers. .

Mr. L. North, proprietor of the Barking Reconstructed Stone Co., also said he had not been . satisfied when obtaining transport through a hauliers' association. "We have had to use firms with practically no experience of carrying stone and we have suffered loss on nearly every load." he said.

Objections were lodged by Mr. R. C. Oswald. for the B.T.C. and Mr. W. A. Thorpe for L. A. and A. Finch. Ltd.. and W. H. Po.ulteney, Ltd., none of whom called evidence in support.
