Which of the following most accurately describes the problem?

AS a protest against alleged delay in settling their claim for higher pay, drivers and conductors employed on North Tyneside services operated by the Tynemouth and District Transport Co., Ltd., and the Tyneside Tramways and Tramroads Co. began to work to rule last week.

Their action was unofficial and was described as " silly " by Mr. S. C. Hills, secretary of the northern area of the Transport and General Workers' Union. Later, some 300 employees held a meeting and passed a vote of "no confidence" in Mr. Hills, whose views, they said, were not those of the men generally.

Last week, the northern joint council of the Transport and General Workers' Union accepted the report of its delegate who attended the recent conference at the Ministry of Labour regarding the company busmen's claim for higher pay. The council urged members, including those who had been • going slow on North Tyneside routes, to carry on normal working pending the outcome of arbitration.
