Penning wants the vehicle testing regime modernised with greater involvement from the private sector. In what will likely be a controversial move, he said: 'To do that, I'm going to change the payment scheme, so you'll pay less if you go to a private supplier than if you go to VOSA."
He is also aware of the impact of the police closing roads for many hours after accidents — this will be addressed. "I've called the Association of Chief Police Officers representative in and told him I find it completely unacceptable that the infrastructure of my country stops. It's very sad that someone's been killed, it is a crime scene, but don't shut my motorway for 11 hours.
"We will change the protocol and we will change it very quickly," Penning said.
